Original Note:

This is a NEXRAD radar loop, not HAARP. It doesn't show power output or 'frying'. The phenomena is called anomalous propagation or ground clutter. It often occurs at night when a low-level inversion causes superrefraction, bending the beam downward, creating false echoes. https://www.noaa.gov/jetstream/radar-beams https://www.noaa.gov/jetstream/anomalous-propagation https://radarscope.zendesk.com/hc/en-us/articles/4416730029330-Ground-Clutter-and-Other-Stuff-What-You-Can-See-on-Radar-Other-Than-Rain
