Although FEMA was delayed and the video speaks of federal response, the coast guard was en-route at 7AM battling severe weather. Texas Task Force 1, a FEMA-affiliated unit, requested Coast Guard assistance at Camp Mystic, and conducted several high water rescues on July 4th. https://www.cnn.com/2025/07/07/us/scott-ruskan-coast-guard-texas-flooding
