While the "tax intifada" in Lebanon may have not involved bombing civilians in cafes, the intifadas in Israel -did-. Intifada, in the context of modern Arab Palestinian Nationalism, has meant targeting civilians to force a desired political outcome through fear (terrorism). https://en.wikipedia.org/wiki/First_Intifada
