NNN In the report the OIG clearly recommends fixing this issue. While they acknowledge most of the older individuals do not receive SSA payments, they said that “SSA issued each of these individuals a valid SSN and these SSNs could allow for a wide range of potential abuse”. https://oig.ssa.gov/assets/uploads/a-06-21-51022.pdf
