The Britsh State makes it obligitory to pay for a TV licence which then funds the BBC. The TV licence doesn't fund any other media networks, only the BBC Furthermore, Musk doesn't say which state(s) fund it. If US taxmoney has funded the BBC then it is state funded. https://www.gov.uk/find-licences/tv-licence
