Original Note:

This is not possible given the UK’s constitutional framework. The UK does not have a President and there’s no such thing as an executive order in the UK. Laws need lengthy parliamentary debates, votes, and Royal Assent. A PM therefore couldn’t legally operate in this way. https://www.gov.uk/government/how-government-works https://assets.publishing.service.gov.uk/media/5a79d5d7e5274a18ba50f2b6/cabinet-manual.pdf
