The current German nation state was arguably created 1867. Even before that there was notion of Germany long before the existence of a consolidated nation state as least as far back as the early middle ages. https://en.wikipedia.org/wiki/Kingdom_of_Germany Plus an ethnicity's existence is not tied to a nation state.
