The LAFD is not using a hose in this case both because this fire was small and because water pressure was low at the time. https://www.nbcnews.com/weather/wildfires/california-fire-water-tanks-went-dry-palisades-rcna186860 And although LAFD is obviously lacking buckets, they are not lacking hoses. In the 0:29 mark one of the firemen can be seen holding a hose.
