NNN, this is about the form/presentation of something. The post in question is clearly referring to water in a liquid state not in a gaseous state. So when they said “still water” with a picture of a cloud they meant that the cloud is not water in a liquid state which is true. https://en.m.wikipedia.org/wiki/Cloud
