According to Cambridge dictionary "Grooming" can mean "the criminal activity of becoming friends with a child in order to try to persuade the child to have a sexual relationship". https://dictionary.cambridge.org/dictionary/english/grooming However in the cases the author is referring to there's been many more serious crimes than that.
