Based on per-capita statistics, India has lower incidents of rape than most of the West. Reported Annual Rapes per 100,000: India 0.8 (2023), USA 41.8 (2022), Sweden 85.6 (2022) https://en.wikipedia.org/wiki/Rape_statistics#By_country While under-reporting is an issue, it can not explain the 40x difference.
