I think it is reasonable to describe the imposition of VAT on private school fees as removing a tax break as much educational and training has been subject to VAT for years. See the education VAT notice https://www.gov.uk/guidance/vat-on-education-and-vocational-training-notice-70130 It is incorrect to describe education as never having been subject to VAT.
