Original Note:
During U.S. construction of the Panama Canal, ~5,609 workers died, mostly immigrants from the Caribbean and Panamanians - not Americans. The canal was handed to Panama in 1999 under the Torrijos-Carter Treaties, an internationally binding agreement. https://hekint.org/2021/09/17/death-disease-and-discrimination-during-the-construction-of-the-panama-canal-1904-1914 https://en.wikipedia.org/wiki/Torrijos%E2%80%93Carter_Treaties
