Nestling Grape Sparrow does not understand how bills are passed. Yes it was introduced last year as a stand alone bill and passed the House. If it doesn’t pass the Senate by the time Congress recesses before Jan 3 then it has to start all over. That’s in 2-weeks. https://ask.loc.gov/law/faq/334496
