Georgescu only won the first round of the Romanian presidential election and he didn't receive the absolute majority of the votes. Even if the first round wasn't annulled, calling him "the new democratically elected President of Romania" would be still misleading. https://en.m.wikipedia.org/wiki/Two-round_system
