The original Canadian euthanasia law required death to be "reasonably foreseeable". This was struck down by the Quebec courts, leading to the massive expansion of euthanasia eligibility. Hence the law wasn't lax from the start. https://www.justice.gc.ca/eng/csj-sjc/pl/ad-am/c7/toc-tdm.html
