UK underground fire hydrants are covered with a manhole. This man is either accessing one mistakenly covered over, or going for the water mains. https://www.dsfire.gov.uk/safety/hydrants Additionally, fire engines themselves hold 1800L of water, just using the hydrants to top up, so the fire is still being fought. https://www.cambsfire.gov.uk/about-us/fleet-and-equipment/fleet/#:~:text=This%20is%20a%20standard%20fire,generally%20crewed%20by%20five%20firefighters.
