No evidence of missing Ukraine nuclear warheads. By 1996, UA had transferred all Soviet-era warheads to Russia. It's well-documented UA received extensive assistance to dismantle nuclear arsenal. ICBM silos were destroyed by 2002, ICBMs dismantled/transferred to Russia by 2001 https://www.nti.org/analysis/articles/ukraine-nuclear-disarmament/
