The Farmers Protest had all the necessary permits, and road closures & diversions were put in place by the authorities. This is in line with many other regular protests in London. https://news.met.police.uk/news/planned-farmers-protest-491707 JSO members had no permits, shut major routes with no notice & were prosecuted for doing so. https://www.google.com/amp/s/www.bbc.co.uk/news/articles/c880xjx54mpo.amp
