The correct section of the TOS would be help.x.com/en/rules-and-policies/paid-partnerships-policy which prohibits certain categories in third-party Paid Partnership promotion, such as gambling, tobacco, adult entertainment etc But the keyword is "Paid", ie. you can freely promote Stake or Marlboro if you're just doing it for the meme
