In the Netherlands euthanasia can only be done when these 6 steps are followed: https://www.government.nl/topics/euthanasia/is-euthanasia-allowed The first one reads "be satisfied that the patient’s request is voluntary and well considered" Therefore by law the percentage of "40% of euthanasia deaths occur without consent" can't happen.
