The UK government did not "tell everybody that reading lord of the rings and george orwell leads to right-wing extremism". Apparently those works were mentioned in some report which is not even public. It was referenced in this article https://www.spectator.co.uk/article/can-you-really-be-radicalised-by-great-british-railway-journeys/ whos author said he saw something.
