Section 24 (D1) of the Immigration Act 1971 makes entry without leave into the UK an offence. https://www.legislation.gov.uk/ukpga/1971/77/section/24 However, article 31 of the 1951 Refugee Convention does not allow member states (including the UK) to impose penalties for this for those that immediately claim genuine asylum. https://www.unhcr.org/media/convention-and-protocol-relating-status-refugees
