The offence the defendant was convicted of is 'inciting racial hatred' which includes hatred towards individuals on the basis of their nationality (i.e. immigrants). https://www.legislation.gov.uk/ukpga/1986/64/part/III/crossheading/meaning-of-racial-hatred The judge may have had other reasons for passing the 20 month sentence but clearly took the post into account.
