This is a hoax. For years there have been many, many hoaxes of near child kidnappings at Canadian malls that purportedly involved drugging and cutting hair. They began after and are variations of a 2010 US hoax in Toledo, Ohio: https://www.snopes.com/fact-check/westfield-mall-abduction/ Some Canadian examples: https://factcheck.afp.com/doc.afp.com.33V79DT https://today.rtl.lu/news/fact-check/a/2151746.html https://factcheck.afp.com/doc.afp.com.348L4KE https://calgary.citynews.ca/2023/12/19/calgary-sex-trafficking-social-media-hoax/ https://factcheck.afp.com/doc.afp.com.32EZ7JF https://discoverairdrie.com/articles/police-respond-to-alleged-child-trafficking-rumors-at-local-mall https://factcheck.afp.com/ontario-mall-abduction-story-false-and-likely-urban-legend-police-say
