Original Note:

Routine measles immunization rates fell to 31% by November 2019, as a result of a vaccine tragedy in July 2018, when two infants died within minutes of being administered the MMR vaccine. The Govt. suspended the MMR immunization program after the July administrative error: https://onlinelibrary.wiley.com/doi/pdf/10.1111/jpc.14752#:~:text=Routine%20measles%20immunisation%20rates%2C%20always,after%20the%20July%20administrative%20error. https://www.theguardian.com/world/2019/dec/18/these-babies-should-not-have-died-how-the-measles-outbreak-took-hold-in-samoa
