Although the Logan Act of 1799 does make private conduct of foreign policy a crime, the law is generally considered unenforceable and no one has ever been convicted under it. The last indictment was in the 1850s. So not meaningfully a "federal felony". https://en.wikipedia.org/wiki/Logan_Act
