It's misleading to say the Census was "wrong". Shapiro is referring to the post-enumeration survey (PES), which is regularly conducted to evaluate the census. https://www.census.gov/library/stories/2022/05/2020-census-undercount-overcount-rates-by-state.html The Supreme Court already ruled 9-0 in 1996 against the need to use the PES to adjust reapportionment. https://www.oyez.org/cases/1995/94-1614
