The video is part of a disinformation campaign. Structures demolished where not proper 'dams' but in fact small 'weirs' ("azudes" in Spanish). You can check the size and location of each one in this map: sig.mapama.gob.es/geoportal/ The largest one near Valencia was this one called Corindón: 1.5 m high.
