NNN - Did the raccoon bite anyone? No. Then why euthanize the raccoon and test for rabies if he didn't bite anyone? A pet squirrel kept inside except for chaperoned trips outdoors having rabies is nearly impossible. The rabies angle is an excuse. OP is opinion but likely right.
