The proposed CN states there isn't early voting and sources on demand ballots. 1. Pennsylvania does have early voting. https://www.vote.upenn.edu/early-voting-in-pennsylvania/ 2. Locations and workers were not scheduled past the EV time. To mitigate this, Pennsylvania is offering the noted ballots. Results of Penn's EV are viewable.
