This is a fuel dump port, which allows the pilot to jettison fuel in an emergency. If a plane has to land earlier than expected, it can dump fuel first. This is for safety reasons: to make the plane lighter, and reduce the amount of flammable fuel in case of a crash landing. https://en.wikipedia.org/wiki/Fuel_dumping
