The Uniting the Kingdom rally was in a police designated area which was not near the cenotaph, being at the opposite end. https://news.met.police.uk/news/met-sets-out-policing-plans-ahead-of-saturday-protests-489744 The counter protesters were the only ones near and it was amongst this group, despite being smaller, that the police made the majority of arrests.
