There are more registered voters in Michigan than eligible voters. However, Jocelyn Benson is correct that 1.2 million of these are INACTIVE records—voters that have died or moved state etc. but state law requires clerks to keep inactive voters on the rolls for multiple years. https://www.michigan.gov/sos/elections/election-fact-center
