The numbers presented by Rep. Massy in the video seem to be inflated, at least at the Federal level. Federal spending as a percentage of GDP was around 20-21% leading up to COVID, 30% following the COVID outbreak, and have now inched up to 24-25%. https://fiscaldata.treasury.gov/americas-finance-guide/federal-spending/
