Original Note:
Anyone can drown, especially children, regardless of swimming capabilities. Life jackets are therefore essential pieces of safety gear. In states where no children's life jacket law exist, a USCG interim rule requires children under 13 on moving boats to wear a life jacket. https://parks.wa.gov/about/rules-and-safety/boater-education-safety/wear-life-jacket https://www.boatus.org/life-jacket-loaner/state-requirements
