It’s not made obvious here that the ‘silent prayer’ was clearly and obviously occurring outside an abortion clinic. No one is allowed to pray in ‘safe access’ zones to protect women’s access to abortion care. Safe access zones were introduced through the Public Order Act 2023 https://www.gov.uk/government/news/protection-zones-around-abortion-clinics-in-place-by-october
