She was not trying to push her cub, as a big cat she was trying to grab his scruff. All cats, even domestic, have a scruff. If a mother, or anyone, grabs the scruff of the cub/kitten, they will go limp. It’s a part of cats biology. She was trying to move her cub from the edge. https://youtu.be/4cTt3_Jxa1o
