Homeless people are simply people without housing under their lease or ownership. Furthermore, housing first policies (ie giving homes to the unhoused for free) has been shown to SAVE cities money, and anyone can become homeless from a simple, common financial emergency. https://www.rand.org/pubs/research_reports/RR1694.html
