The current standard is to use the Saffir-Simpson Hurricane Scale, which is indeed based on windspeed. https://www.weather.gov/mfl/saffirsimpson If the OP wants a different scale to be based on minimum pressure, that would not be the Saffir-Simpson Hurricane Scale - it would be a completely new and different scale.
