As opposed to OP’s claim, Israel does a lot to ensure the safety of its civilians: https://en.wikipedia.org/wiki/Civil_defense_in_Israel This includes, but not limited to, building bomb shelters in every home, intercepting incoming missiles and projectiles, and sending notifications to civilians’ phones before incoming attacks.
