Starlink is an off-the-shelf product. The service is not active over Russia for obvious reasons. This drone was flying over Ukraine, where Starlink is active; therefore, it is impossible to deactivate it in that area without interrupting Ukrainians that are using the service. https://www.starlink.com/map
