This is incorrect. Commonly occurring with WSR-88D radars, external interference occurs from sources such as aircraft and other towers. This is extremely noticeable on a mosaic-type radar view, like used in the video. See https://www.roc.noaa.gov/public-documents/operations-branch/Data_Quality_Oddities_and_Anomalies.pdf#page10 Weather is not “modified” from this phenomenon.
