The FAA does not license Boeing's Starliner spacecraft while it is under development, therefore it can't fine the company for something it does not handle. NASA already handles Starliner. One can see what missions have been licensed by the FAA in the agency's website: https://www.faa.gov/data_research/commercial_space_data
