While this is an hypothetical, the Lebanese pagers likely contained small amounts of explosives (RDX or PETN, see https://apnews.com/article/lebanon-israel-hezbollah-pager-explosion-e9493409a0648b846fdcadffdb02d71e). These types of explosives (like most explosives) are organic and would have been picked up at an airport security check by the X-ray scanner (see https://science.howstuffworks.com/transport/flight/modern/airport-security4.htm)
