This is false. The verbiage of the law (which was introduced in 2021) states that all buyers must meet FHA guidelines. Non-US citizens without lawful residency in the US are not eligible for FHA-insured mortgages, thus cannot benefit from the tax credit. https://www.bankrate.com/mortgages/25000-down-payment-grant/
