Original Note:

NNN Proposed CN’s source literally says the civil service in the late Empire was around 40,000. The 120,000 number is pure “guesstimation” based on including military and local government officials. Original post is factually correct. https://blog.nationalarchives.gov.uk/uk-government-did-we-rule-the-empire-with-4000-civil-servants/
