Original Note:
Filmmaker here. This is likely a phenomenon known as lens flare. It occurs when intense light, such as sunlight, enters the camera lens and reflects off the various lens surfaces. This creates bright artifacts, often circular, which can resemble small suns. http://broom02.revolvy.com/main/index.php?s=Red%20light%20camera https://www.photo.net/discuss/threads/can-the-sunspots-on-the-brides-face-be-removed.223189/ https://www.adobe.com/sa_en/creativecloud/photography/discover/lens-flare.html
