This is what's inside a cooling tower: https://www.coolingtowerproducts.com/blog/how-cooling-towers-work-diagram-pictures-2015.htm No flammable or radioactive materials are stored there. The plant is shut down, so the pipes may not even be warm. The black smoke supports the Ukrainian story that car tyres were set on fire, as does the short burn (now burnt out).
