Atkinson's 2012 speech supported repeal of section 5 of the Public Order Act 1986. The "insulting words & behaviours" clause was revoked in the Crime & Courts Act 2013, enforced Feb 2014. http://reformsection5.org.uk/ Insults aren't incitement to violence, & he wasn't referring to past or present riots.
